On 05 October 2026, Plumtree Town Council issued a notice advising residents and water service consumers that water supplies to property accounts in arrears would be discontinued with effect from 6 October 2026, citing the need to maintain water service delivery on a cost-recovery basis.
The notice brought renewed public attention to the delicate balance between sustaining municipal services and safeguarding access to water, particularly for households facing economic hardships. It also highlighted the importance of creating spaces for open dialogue on how essential services can be delivered efficiently, equitably and in a manner that responds to the realities faced by communities.
Community Youth Development Trust (CYDT), sees this situation an important moment for sustained community dialogue. Plumtree has valuable existing platforms through which residents, young people, local leaders and other stakeholders can constructively engage on the matter without resorting to water disconnection.
While recognizing the necessity of revenue collection for the effective operation and maintenance of water infrastructure, CYDT believes that it is equally important that the experiences of vulnerable households remain part of conversations around access to essential services.
CYDT, therefore, encourages constructive engagement between the community and the local authority, with the hope that dialogue can help strengthen understanding, accountability and practical responses to the challenges facing residents.
For a growing Plumtree, sustainable municipal services and the wellbeing of residents should advance together. Through respectful dialogue, communities and local authorities could work collectively towards resilient and inclusive water governance that leaves no one behind.
